If you want really high quality links, they are not going to be free, ever. You seem to have very little knowledge about backlinking. PR is not everything.

I would highly suggest you search for Matthew Woodwards' tutorials on backlinking. He explains the basics very clearly and easy to understand.

You will either have to manually create your links (build web 2.0's, articles etc), use a software that automatically creates them (something like GSA...but I wouldn't suggest you use it on your main site; it is best to use it in order to link to your first tier of mnually created links)...or just buy them

There are many types of backlinks,i suggest you take your time first and learn SEO,check out the black hat seo and white hat seo section in this forum,so much to learn from..Don't be in a hurry to purchase anything for now.
