whatever you cannot advertise with FB ads due to TOS violation can be achieved using a good cloaker. Cloaking is your back door solution.

Do you mean that you look for people to recruit for your MLM business?
If you want to promote a mlm business on FB...
There are 2 ways:
1. Search people who live at your city. Add them and threat them like friends. Then ask them - phone numbers for contacting. If possible, you meet them later for offering your MLM business. By this way, you don't need to generate thousands of visitors, you only hundreds of people to contact and meet. It is free! This method is proven!
2. Create a squeeze page (opt in), insert it into your FB page and manage it on FB ads. Don't use "MLM" word. So it does not seem an mlm business.
