There are blogs that get banned and those that are deleted by their owners.
The ones that get deleted are never available for registration again.
The ones that get deleted by their bloggers, are available for registration and according to tumblr the former owners have no right over the username once they delete them.

For keeping your blogs alive, I recommend you use a separate IP and clean your browser cookies between each login. Avoid using bots or services to post on this blogs.

I ordered 5 PR 2 but I got 6 (1 bonus) all PA 27+. The best one was the one that I got in bonus as it has the most links. I am satisfied and would use their service again.
