1.What is the best way to make google index my new domain ?

2.is it okay if it is just duplicate site ?
Content the same? Does it leave the same footprints? Google likes original.
3.what kind of backlinks good for new unindex domain ?

4.how long until we put backlinks into it ?
Personal preference, but I would say make sure you site is done at least and you have prepared content going out on the regular.

2. If you want to rank your site at Google for targeted keyword, content of your site must be unique and copyscape 100%.

Bookmarks it in top bookmarking sites, like Reddit, Stumbleupon, delicious etc etc
2.is it okay if it is just duplicate site ?
Not its Not Okay. You can have hard time if you are using stolen/copied Content.

For a new site unique contents will always be safe from any kind of penalty.
Try to get links from trusted sites as Google always give high priority to trusted sites.
You need to do these two steps regularly to drive organic traffic and see SERP movements.

1. Share your site in google plus, you'll be indexed quickly.2. Big no to copied. Your site may be deindexed.3. Build backlinks from niche related sites, web 2.0s. Don't spam.4. Atleast you should've 5 to 6 pages of content, and only after finishing the on page seo.

To get the site indexed, do bookmarking and add GWT. Avoid duplicate content. Regarding "what kind of backlinks good for new unindex domain ?", you should try bookmarking.
