Need an Offshore domain registrar

I had a .pw domain and it got taken down for "abuse". I'm selling a legal keylogger. Is there any registrar or tld that will make me safe from getting my domain locked?

I think domains are diffrent than hosting, you can't find offshore domains cuz all will apply under the ICAN.

It was namecheap. I asked them what happened to my domain and they said the .pw registrar took it down and i would have to contact them.
