You will not ask that question if you had common sense, Automated payments occur when you didn't cancel the PayPal subscription by login to your account, please make sure to cancel the subscription from your PayPal account to prevent future automatic billing.

Yes one IP is allowed and you may re-authenticate if you have a dynamic IP when it changes.

All our proxies are working fine, if not then it might be an authentication issue with your IP, to fix it please follow the instructions you see in the support ticket.
