I have a PBN of about 15 sites and I am slowly adding my links to the PBN.
I am so confused about anchor text. I can't decide what to pick. I will pick something, then I will delete it.

here is the dilemma: If I go with my main anchor text, site gets penalized. If I go with random shit, site won't rank. I dont know what to do then.
If your main keyword was "best cosmetic dentist Los Angeles"
what would you pick for your anchor texts?
and how many naked URLs?

I think the idea with PBN is to use main keywords and long tail variations. You dilute the anchor % with other types of backlinks.
 
Using anchor texts to rank these days is old school and super dangerous. Every single penguin update has been focused on sites that have over optimized anchors, it's really not an effective method of ranking any more. The key is to do your onsite SEO properly so google knows what your pages are about, then hit them with links to send link juice. Onpage + link juice = rankings. Notice exact match anchors are not part of that equation.

a quick search on adwords shows that these are the other kws in your particular target niche:

cosmetic dentist los angeles
cosmetic dentist in los angeles
best cosmetic dentist in los angeles
cosmetic dentist los angeles ca
cosmetic dentistry los angeles

what i would suggest is to use all these anchors to make the profile highly diversified:

cosmetic dentist los angeles - 20%
cosmetic dentist in los angeles - 20%
best cosmetic dentist in los angeles - 20%
cosmetic dentist los angeles ca - 20%
cosmetic dentistry los angeles - 20%

if you find that you need more juice, there are other terms in your niche you can use that are more general i.e. best dentist los angeles, etc

however keep in mind that the more anchors you use the longer it takes to rank for a keyword. if you're building a huge authority site, you need to be able to afford it in terms of time and money. if not, just use not more than 5 anchors but make sure the links have enough juice.

A quick note on naked URLs - if you use these and a competitor suspects you of having a PBN, they can easily find some of the sites because they can just search for "intext:yoururl.com" (without the quotation marks) and every site where you have used a naked URL will show up. This makes it far easier for them to report you.

That's why I tend to avoid them and go for anchors that have a phrase containing a variation on my keyword so for your example I would use things such as "a great cosmetic dentist in Los Angeles" and "my favourite dentist in LA" etc.
