Why do I keep getting 0 and 0 limits on my new accounts?

You're missing something, but without knowing what you're actually doing it's near impossible for anyone to say what's causing them to limit from the beginning. I'd guess IP or cookies but "Doing everything I can correctly that I am aware of" honestly isn't enough information to help you.
The only thing I'm thinking, if you're doing everything correctly, that you're mistaking 0/0 with the MC999 that basically everyone gets when first listing something on a new account. When the MC999 hits your limits will show as 0/0 but it's a simple matter of calling them and answering a few questions.

Everything is new. New ip, new user account, new bank new everything. This is not the mc code I get because it shows zeros before I list an item. I have now got 5 of these in a row. Has something changed and is others getting all zeros before you list an item?

consider yourself lucky then as this has already been discussed in several forums and determined that GV and free phone number apps cause this since these numbers are constantly being recycled for use.

All "recycle" service like those mentioned above and others, are already abused by so many users that no one can't imagine.
Do NOT use any "webbie" phone verification tools, just your to your local store/GSM/phone merchant and buy the cheapest possible SIM and then to some local garage sale/marketplace (where people are selling food, etc., if there is such thing into your city) and buy the cheapest possible phone(s) to use them, with a working phone charger for the same model, ofc.
Or the cheapest offers of eB, local market sites (en.wikipedia.org/wiki/OLX#Local_OLX_Sites), etc.

Stop using those stupid free services. I knew that was the issue. A prepaid phone cost $5-$10 and comes with minutes! Don't be afraid to leave your house kids!
Could be any number of things. Half the time it is usually because eBay cannot verify your personal information based off their database. We called in for one and they stated that there was no records on the person on the account. I know aspkin forums recommends that a verified Paypal solves the issue, but we still seem to get 0 item limits.Really hard to pin point them since eBay is known to be arbitrary at times.
Aspkin forums are wrong. My paypals were always made and verified first. In fact one paypal was 4 months old and the ebay was made with browsing etc for a week or more when I made it a sellers account so that information is not correct.
I believe our members here have it right, must be the phone. I will try some prepaid phones to see if I stop getting the 0 and 0s. Thanks to all who posted to help.

Let me know as I made two today and still got 0 and 0.
what are you listing for your first item...........I just do a small personal care item, not high end......like face wash or nail care or something, that I get from dollar store.......listed as auction starting at around $2 or $2.50, not .99. Have done about 10 accounts in the past this way, working on another will have the pair in a few day.
This is happening before I even list an item. I cannot list anything because it gives me zero's. What phone are you using?

Dont believe all the stuff you hear, the reason this is happening is because ebay updated there algothrium, so before selling they automatically run information of your account to see your a real person. Just to see if you pull up in the information from a public database. If they cant pull it they put the account at 0/0 until you call. If you need help let me know, I can increase any stealth account limit to 100/$5000 limit, doesnt need to be aged, could be made the same day
