ranking, but for the wrong keywords

I am sick and tired of this. I dont understand why my site is not ranking #1 for my keywords.
my keyword is [phrase] [city]. Let's assume it's "good museums san francisco"
I have an EMD goodmuseumssanfrancisco

it is ranking #1 for "good museums" above yelp and some other authority websites. unfortunately, this keyword without the city is no good and not bringing any traffic.

site is #5-9 for my actual keyword that includes the city. it won't move. I dont know what the hell is going on. I have added exact match anchor text in PBN and it hasnt helped. If anything, I would say there has been some negative movement because of it.
my site doesn't have keyword stuffing either. so I dont get it.

I dont know what else to do. can you guys take a guess of what I need to do?

I don't have to take a guess. I can tell you exactly what you need to do.

Take the websites above you, dump them into AHrefs or Majestic and analyze their backlinks. Get every single one of them that you can pointed towards your website as well.

Local ranking is different than 'regular' SEO. You'll need citations, etc. But the best place to start is to copy all of the quality links from everyone above you until you can't get any more of them.

It just feels like this is some weird Google personalisation effect on your site. Are you searching for your website whilst located in the town where it is?

no, I am not logged in. In fact, I clear cookies first, and then search. I am searching for the site while being located in the same city.

Search in a browser you do not use like internet explorer or try incognito mode. You are ranking above authority sites and sites like yelp. Are the "wrong" keywords able to be monetized?

Make sure you are not overoptimized for the desired keyword. Overoptimization is a huge negative factor.

I think, one of the most important things for you to do at the moment is to go over your backlinks. Do you best to make a comprehensive analysis. I also agree with lord1027. You should never resort to overoptimization. You might just lose in what you are trying to achieve.

Due to the Penguin update, Diversity anchor texts (keywords), diversity backlink kinds. Consider the pyramid model in link building and purchasing high PR from authority sites.

Try to do the link building toward your site again.

If I go by your example, you are ranking much better for a shorter term which might be less competitive when compared with your long tail keywords..

so look at it as you need to get few more quality links to out rank your competitors.

Yeah, what aka sam said is right. Improve your content quality a bit high and then get more links from relevant high PR, high authority sites. It helps in further ranking improvement. .

Local seo is quite different from traditional seo (and EMDs and rich anchor text PBN are not that recommended in traditional SEO anyway, they lead to over optimisation penalties.)
