gtx 770 is bare min for high end games. 800w psu.
cpu/mobo depends if u want amd or intel.

Well, I'd start here: http://pcpartpicker.com/parts/partlist/. Make sure you have compatibility mode on, and it can help save you a lot of time. You can also get an idea of what the prices are. After you build the system you want, start searching around to find the cheapest price for each part, or if it's a possibility, see if you can bundle/group some items together to get a discount maybe. For GPU's you're going to get a lot of different varying opinions. I have 2 Radeon R9 270x's in mine and I love them.
One thing you'll benefit from rather indirectly is the fact that mining for Scrypt coins has no moved over to ASIC mining. If you would've tried to build this about 8 months ago, you'd of had a hard time finding a good GPU period, let alone at any sort of decent price. It was so bad that places like NewEgg had marked up all of their Radeon cards by like $100 or more. Since that craze has now passed in large part the prices have come back down to earth. My friend actually just got an R9 290x for around $350-$375, and I think that was even with shipping. That would've been an easy $500-$600 at least around New Year's.
