Server moves and PR rank issues?

I have two sites..

1x PR4 site which makes money

1x PR0 site which makes no money

I have decided to move the PR0 site to a VPS to save my $280 a month I am wasting with server costs.

I heard that your PR or your SEO is gravely affected when you move servers? is this true?

I was thinking of moving the crap site to a cheaper server for 6-9 months until I can get some fucking traffic, and then move it back.

So, would all my SEO techniques be wasted when I move the site after 9 months?

Based on my experience, it does not affect rankings

Moving server doesn't affect anything as long as you are smart about the move. Keep the older server running till googlebot starts showing up in logs of the new server.

If you move your server from somewhere like USA to UK you can have some slight geo-targeting shifts in SERP's, but otherwise no problems.

Yeah, Google obligatorily subjects your site to their geotargeting "algorithm". It sucks, they need to give webmasters more control where their site should appear, but this undoubtedly will result in massive pillage from excited noobs. You give them an inch, and they want a whole mile.

moved quite a few sites around from an old server to a newer one. very different IPs (but still within the US), and there was no change in anything as far as PR, links, etc.
