FYI - The account creation works on Xgram, not the commenting,liking,following.
It stopped working july 17th, with the 6.1.0 update. All requests get flagged as "open proxy" because of a security update on instagram's part. Even updating the request with the newest key using the most recent app flags the request. It's become quite difficult but I've been able to figure it out and am making 5K+ accounts daily.

but on another note OP you have about 4 options you can choose from...
1. Buy accounts from resellers here that probably can't provide in bulk and give you the promise of PVA even though it fails to keep you safe from email verification, password resets, and guess what....another PVA.
2. Look into getting a bot coded. Which will suck unless you happen to find an experienced dev because as I've mentioned above the process is difficult and most likely only 5-10% of developers on BHW will be able to do this.
3. Make your accounts with BlueStacks, but suffer from high flag/ban rate from lack of proxy support (but even if you find a way to switch IP's with BlueStacks) lack of random UID generation, which will raise a flag if you're attempting to make more than a couple accounts.
4. Drop the idea and move on to something else.
This side of instagram isn't for everyone :detective
