Getting an unused twitter account name possible?

He may have email notifications set.
There is nobody you can report it to for being inactive.
Your only option is to try to reach out to the guy and see if he will sell it.
Have a look at his previous tweets and see if they lead you to any other sites/profiles that might help identify him.
I've tried contacting them, they havn't been on it for more than a year, I got their facebook (their cause it's a band of 4 indonesian kids) they didnt answer on facebook although some posted in june and july on their wall :\
It's not a copy of my page I mistoke it with instagram, the name is the same, they had made a band name but I guess their band ended already but they don't seem to answer :\

I do not think as per twitter policy it is possible. Try adding a special character to your name like an underscore or a digit and then use it. Also, twitter will also give you options with name and special characters that are available. you can use them too.

I've never done it myself. But it says this in Twitters Help Guide. "Twitter may be able to transfer a username under our trademark policy. If you are writing on behalf of a trademarked brand and would like to submit a request."
If I were you, I would continue to try and contact them. You said it's a band, so maybe they have a tumblr or website. If they do then contact them that way. Otherwise, if I were you I would do as others have suggested which is to create a Twitter account that has a very similar name while you go about trying to gain control of the username you'd like.

That's also assuming there's an existing and active trademark, otherwise I doubt Twitter would pay much attention...
I've tried this a couple of times with no luck. Worth a go but don't get your hopes up!
