Potential PBN Domain with only one page indexed?

I have my eye on a certain domain, but it only has one random page indexed, not even the homepage.
Is it a bad idea to get it?

One more question: If the domain has a low amount of links, say 10 referring domains and maybe 30 total backlinks is it worth taking if all the other metrics are fine?

Depends on the possibility that the links can be removed. If it's a post from many years past or an obscure page on the referring domain, the risk is low. If it's a homepage link that many people would frequent, and subsequently report as a broken link, then it's high risk.

If the links are on strong sites/pages that justify the toolbar PR and if they look like they are going to stick (you need to check it by visiting the linking pages), I'd say yes.

Last last question haha. I've heard negative things about chinese sites, but are formerly dutch sites ok?

Chinese sites and necessarily bad, you just need to be able to read the anchor texts and see if the backlink profile is not spam. That being said, Chinese sites in my experience are normally spammed, but unless you use a backlink checker there is no way to know. It doesn't matter what language the site was in, it just matters about what was LINKING to the site and is it relevant?

Look for a domain that has its homepage indexed with backlinks from multiple referring domains that hold some authority. You will also want to take measures to retain existing links.

Hard to answer in a short way, but yes ideally you want a RD to BL ratio around 10 max. I prefer it even lower, but the ratio makes sense. A site with dozens to hundreds of links from the same referring domain means they are low quality links, cause virtually no one gets 100 natural, editorial links from any one domain.

Another thing I've been wondering about:
Is it ok to have content that is completely unrelated to the url. Ex. URL is dogtraining.com or [city]insurance.com and I'm posting about a video game...

As long as all the content I use on the site is about video games and it's only the URL that is off is it ok?

What if your link is placed in the footer? If this websites creates (assuming it is high authority webiste) hundreds of pages that means that this website allone is generating for you 100backlinks. I have seen this couple of time where a website had allot of backlinks from the same ip, a closer look revealed that the link was placed in the dynamic footer. We alle now that wordpress has a dynamic footer which the links in it would be duplicated everytime a new post/page is made.
