I have 2 Aged PR 3 websites. i want to combine them. Is it good for SEO if im using 301 redirection to combine them? Is it safe from google penalty?

depends if either domain was spammed. If they are both legit PR 3 with quality BL profiles I don't see why you would be penalized.

what about its effect on SERP? will it rank my website efficiently?

IMHO Probably not and especially if they are in different niches.
What normally happens is the ranking of the higher site is used, you don't get a combined "Push" like you think you might get.
Unless there is some branding going on which would make more sense I'd point the domain at your tier 1 and use it as another avenue to plug more PR into your back-link profile.
