You only waited 10 minutes man. IPs aren't that easy to come by nowadays, so I doubt you'll find anyone that can offer you unlimited IPs. Someone can feel free to correct me, I'm not an expert or anything with hosting services, but from what I do know you can't just get a ton of IPs anymore like you could before.
You mean can you change your ip on your ec2 but it remains static until you change it unless you make a script to rotate it but most of them are burnt and can get very expensive there. Also, if you burn to many ips or change them they will start asking questions then ban your account. You should try softlayer or hosting provider that is unmanaged as I get away with a lot of stuff at softlayer. I have a server with dual nic and a lot of ips to it. For justification state you provide private hosting and you need them for ssl cert for each site.
Also, then ask for portable ips which then you can create multiple vm within a dedicated server. You just need to state you will run vm's on the dedi, no other questions asked. I run 50 vm on two server all with different ips running on them. Half for friends and half for me.
You can probably do this with any company but I've been with softlayer for 4 years so don't really have any other places I've tried except amazon and digital ocean. I also have a colo server at the cheapest datacenter near me and i can get as as many ips there for the dedi can get but use that as a controller for my setups so not really important but you could do the same if you don't mind doing your own hardware.
There are lot of ways to get a bunch of ips if you know what to ask and how to manage it.
