I took one look over the report, and DEFINITELY know where I'm going to for outsourcing any future tier 1 work on a fresh site now.
The main thing I noticed in the report is that Tom included logins for all links where it mattered. This included 10 very professional looking web 2.0 properties, 33 Doc Sharing submissions, 10 Audio and Image Sharing sites, 10 Business Directory Listings, and a whole bunch of fluff like High PR profiles and social bookmarks. The articles themselves are SEO manual grade level articles, the sort that you can buy from Asian writers at $1-1.5/100 words, which is to be expected at the price.
On top of that, there's a whole crapton of live links from the press release. I made the error of declining to go over the press release before it went live and there were some portions with awkward grammar I could have corrected, but that was my fault for not being proactive.
Each of these contextual services (manual web 2.0 creation, PBN posts, press release, etc) would typically cost from $70-$100 as separate packages from other BHW providers, so this service is well worth the cost.
My overall rating for this service is an 8.5/10, but I don't think you'll find any better tier 1-worthy services at this price range.
