You can rank any website with any tld local or not. You should know that.

Well lets's wrap it like this, Scott case is he have a local site which means he want to rank for a local search.
He buy a used domain about local roofing in .org and we know that he have an NAP which means he have a legit business location and entity.
The question is why Scott have to buy a used .org domain 5 weeks ago if he want to run a local business site?
we don't exactly know if the domain have been penalized or not before?
A better alternative is he can buy a new TLD with the same exact KW in the domain, you can have more freedom to develop the SEO aspect of the site.
Right now .contractors or .construction TLD are relatively new but in near future I believe this new TLD can be an advantage for local business.
