Is there any way I can rip a WP blog with comments and all to another WP?

well you can use the export function in tools:
it will take export all posts and comments however im not sure if it pulls images too to be honest and it doesnt pull your theme etc either

Yes, but it is not my blog and I do not have access to admin

If it has RSS enabled, use RSS feeds for both posts and comments
If needed, automate comments insertion using simplepie script

You dont need an admin panel to get it, all you need is just simple MYSQL user with read privileges
