Op I fixed this on one of my sites recently, if your keyword isnt super competitive then blitzing it with more backlinks is pointless.

If your homepage is blog, change it to static and alter the density to 1% or under.

Check your backlinks, to the homepage. How many anchors contain your exact match, and keywords? Are you over-optimized here?

If not check your internal links, if you've built multiple exact internal links change them.

Rip the footer anchor url that themes inject out as well.

one of the website which was hit had indeed internal linking that was too optimized for homepage.
I've completely remove exact anchors linking to homepage. Will report changes if any
