Penalized domains and link juice

Will links from penalized sites still pass link juice? Or are they only good for use as a sort of negative SEO cannon?
 
Google makes it a point to de-index penalized domains (to what I have seen recently). A site that gets any backlinks from these penalised domains might eventually get unnatural link warning.
 
I dont think it is as easy as that.

Just suppose you have a legit website, for some reason it is penalized, do you think all legit webites that you are linking to are going to receive a penalty because of your fault?

Dont think so, just my thought is that linkjuice is Zero.

301 a penalized domain to a new domain might work for a few days. But eventually it might die as far as I have experienced.
 
A penalized site will certainly cause a negative effect in SERP rankings if linked to a money site.

I'd even go further and say that even non-penalized and seemingly ok domains can cause issues as well. It's becoming increasingly difficult to determine, beyond reasonable doubt, whether or not a site will help or harm.

Which is why I set up a pretty quick push button test, where I plug in a newly acquired domain and make sure it has a positive effect on multiple testcases. That's the only way of truly knowing.
