For each order you may use 1 set of UNLIMITED url's / keywords. For example:

{url1|url2|url3|url4|url5|url6}
{kw1|kw2|kw3|kw4}

For the social signals it's max 2 URL's, so if you are using more than 2 specify in the details box which you would like to get the social signals!

Yes, you can use 1 set of URL's and Keywords per order and links will be split amongst them.

If you mean a whitehat / business type set then yes, at the moment this is very safe and effective and has been for quite some time. Nobody knows what Google will do in the future but for now (and the foreseeable future) this will not harm your site. I use this on every single one of my personal sites as well as all of my clients sites without hesitation.
