Some do it out of the virtue of helping others get links, these are few and far between. Most will do it because they think they can set it up and it will boom in traffic and they will make money from it (these sites will never make money, unless the stars align and they get exceptionally lucky). Some others will build them knowing that because of the type of site people like us will share them on forums and in turn send backlinks which will create some history and authority for the site at which time they will remove the bookmarking script and either put a new site on it or 301 all of their link juice away to a different site.
