Scammed for $80 by topcoders

On March 16, I requested a tumblr URL/Username bot. Topcoders replied to me saying he would do this for $80 and have it done with 48 hours. He added me on Skype and we worked out the deal. He kept stalling the development saying there are issues, bugs, etc. Here we are 1 month later with no bot and false explanations from him. I kindly asked for refund, he said he will refund, but never did and is now ignoring all my messages.

He also keeps saying he has the bot done, which he doesn't and is just stalling more thinking I'm not going to file a dispute.

Got also scammed by this guy for $60 upfront payment for a coding project.

Open an item not received case against him in Paypal and mention you bought some type of tangible good that amounts to about that price. Don't mention that you anything web based because Paypal will side with him as intangible products aren't covered. Hopefully we can get him banned for good from Paypal as well.

His still covered within 45 days, call PayPal to escalate the dispute, point your message to this thread. Also, for a good amount I would blast the guy's name on Scambooks.

PayPal may still cover your transaction for intangible goods, that is.. If the guy hasn't run away and closed his account.

Blacknights, PM'd you with tips to fighting and getting your monies back on PayPal. Do follow the last paragraph if all else fails. Won many disputes for intangibles in the past.

As I already told blacknights via PM, you don't create a SL and then jump up and down 2 minutes later because it isn't approved.

Pro Tip to NOT getting scammed over software outsourced: NEVER EVER send the money first! Seriously! First get the coder to get the job done, review it through teamviewer or similar stuff, then pay for the damn thing!
