i have a good bit of money, i have my keywords, i have done on page seo so how should i go about ranking my site should i just but 1 big package? or start of with small packages and work my way up
 
You have a long way before you mate. No good answer here. Try this, try that and see what works.

How old is the website?
 
It depends what you want to achieve. If it's long term ranking I wouldn't buy any service.

If it's churn and burn try some out and just go for it.

Also the minute you mention money you will have people try and take it/be your new best friend.
 
When I started SEO, I'm totally clueless, so my only advice for you is to buy SEO Tools like GSA SER, CB, Indexer, Keyword Analyst (Market Samurai), and more...

In SEO there are 99 levels or more, but always remember don't start at the middle, start at level 1 and carry your way through the top :)
 
Don't put all eggs in basket...

So don't only target one keyword only. For initial time, you target 3 keywords to rank at Google.
