Even for them this is important to realize, I doubt they are running PC's that would cost 4-8 months pay at that rate.
I think you're missing the point here. Shutting down your PC is something you can easily avoid, and it's within your control. It requires no skills or dexterity. Your click rate depends more on innate skills like coordination, and even then it maxes out at some point since human reaction time is pretty slow. It's difficult to increase this, trust me I've wasted hundreds on mice over the years trying to solve this problem

Still waiting for those non-volatile ram sticks.Learn to use linux. The memory overhead is almost zero and you can still run windows in a virtual session. Plus its free.
If your PC is heating the room, you might want to run the numbers, I'm guessing you're losing $100+/night.
Usually these problems aren't caused by the actual computer or OS, but junk that gets installed (malicious or not) on the computer that has major memory leak. Try a fresh OS install, it might be worth your time. If you have low memory try a lighter OS like XP or linux.
Coal and nuclear are still the most cost-effective energy sources. Total costs are higher somehow, whether it be you're lucky enough to be in a pool of low-energy users or your higher taxes are subsidizing it. But if there's no extra cost to use extra power you should start a server farm.
I'd like to see you run the numbers for how much it cost you to research and write this post

And they can make 100 more but what will be use of that ?

This actually sounds like a really good idea but it won't work. While it closes the programs you see, it won't clear temporary browsing data and won't stop bad memory leak. To refresh your RAM, you actually need to shut down.
You'll still be using power at night, so why not just shut it down to get a completely fresh reboot? The startup process is usually pretty quick, but it's the logging in, loading, etc., that adds up.
Or just unplug your ethernet cable? But you're right, the NSA probably has a way to tap into electrical currents for data transmission...

- how bloated is your windows that it can take 5 mins to do a full boot?
- do you really need to login to everything? [On my machine it's only me, so remembered passwords, no?]
Besides, the question is not whether your time is worth the figure you plucked from the mathematical ether, it's whether you're willling to pay:
[computing costs per hour] x [the number of hours you're normally away from your computer] x [every day] = a considerable sum...
...in order to have the convenience of a ready computer. Because - really? Is your time that precious? Turn on your pc, make a cup of tea, come back and - pow! You're set.
Oh, and another question - how much energy are you inspiring people to waste if this sort of thing becomes commonplace?

I never shut down the desktop all I do is turn off the monitor.
I always have unsaved data that I created on the fly jsut for a project im doing that moment.
