You can also post on sites such as elance.com (for free) with your job details and people will bid for the project. Make sure you ask for samples to have an idea of the quality of the work provided.
Payments on elance are held in escrow, so you won't pay unless the job is delivered to your satisfaction.

Several quality options that come to mind (for basic sales letters):
1) BHW or Warrior Forum (Search the Marketplace)
2) Elance or Freelancer
3) Built it yourself using WordPress and OptimizePress (No Prior Knowledge Required)

If you decide to go with elance or freelancer, I'd suggest the former for higher-caliber contractors, and the latter if your budget is tighter. Then again, if your budget is limited, you should look into free platforms that are very user-friendly even for someone with no prior knowledge, such as blogger.com
If you're fairly new at this, you may want to start with a smaller site (ideally in a low competition niche or targeting long tail keywords), and then expand once you start getting some sales. As they say, in IM, if you can make a penny in profit with a particular method, you can potentially make a million.

By the way, are you going for a regular textual sales letter
or for a more sophisticated version? If you're not sure, go for
basic medium length textual design and test several versions of
it by ordering these versions from your freelancer in advance.
In your case, I feel I would go for a do it yourself site and test the results
using the average split testing software/service.

What kind of web page the OP goes for will also depend on what he is using the page for - will it be the first point of contact with your visitors (e.g. they are coming directly from google after searching for "information about XYZ")?
OR
are they already pre-sold to some extent (e.g. they are coming from your YT vid or classified ad)?
This will influence both the content and the style that should be used.
