In the past I had signed up with a CPA company, but I had a hard time trying to find reputable companies (advertisers) to send leads to. I like to hold myself accountable for the quality of the advertiser I am sending my clients/leads to, and sometimes mistakes are made, but I spend a lot of time researching advertisers. I really don't think this is something I should be concerned about, i.e., it is something I believe should be handled with a company like you that links the two, marketer w/advertiser. I've seen computer backup recovery systems that did backups and wanted more money once someone needed to do a recovery (or they didn't do any backups at all and just took people's money), skinny berry weight loss systems or hormone pills that didn't have enough of the active ingredient to make any difference (but recommended highly by certain drs.), and reports of people cancelling that were put on recurring but advertisers not honoring the cancellations, etc. -- lots of horror stories, bad reviews, scams... Honestly, I couldn't find ANY advertisers that had valid offers that were high quality companies. I really like the cpa model and the pay seems like it would be wonderful compared to other methods of making $. Do you review advertisers to much the same degree that you do marketers? I would love to move forward and get the bad taste out of my mouth that's been there for quite a while... thanks.

I tip my hat to you for the very well thought out post. I'm very happy that you asked the question because we rarely get the opportunity to detail all of the things that we do differently as a company and how efficiently we run our internal operations so that things go smoothly on the user end. Rather, its the front facing elements that attract the most attention and while I think that is completely appropriate, its nice to have an opportunity to discuss other items.
More to the specific question - Yes, we are very discerning about who we work with. At one point, CPAlead was pulling in ads from nearly 400 different advertisers. However, I changed that dramatically when I took the helm. Why? First off, its an absolute logistical nightmare and we had to dedicate far too many individuals to managing our advertiser accounts and our accounts receivable, it was also a bit of a compliance nightmare as we had to track what each advertiser wanted then create different rules in the system. Today, we have a fraction of that many advertisers in our system and the vast majority are the "major" players who we have exclusive deals with.
Moreover, we spent some time tracking things that I find to be very important. I created a scoring system for our advertisers and if they ever fell under a certain score, we cut off business with them. The scoring system included obvious categories like timely payments but we I also created several extra categories that allowed us to scrutinize their reliability. Things like how often do we get scrubbed? Why do we get lead reversals? Are the advertisers able to explain things to us? Do they pass along Affiliate ID's so we know WHERE the bad leads came from (so that we can manage our network) or do they simply say hey CPAlead, here's $10,400 of bad leads, you figure out the rest. In short, we tried to narrow down on those who we deemed to be the most reliable, ethical and transparent.
I can say that we're light years ahead of where we were and if you're driving quality traffic, CPAlead is the absolute best network to work with. No other CPA or Content Locking network has taken these steps since it costs money to allocate staff. It costs time to go through the process and figure things out and when you have a team of 1 or 2 people, 3 or 4 as many do, there's much more money to go around. Its not nearly as good for Affiliates in terms of payouts, offer quality and the like but its more profitable and Content Locking for most is a quick copycat business (Take CPAlead's business model, replicate and put money in the bank). That's fair and competition is a healthy thing, but these are the differences.
Now, can I say that there will never be a bad lead? Of course not, it happens and its the nature of the business. Specifically, that of incentive traffic. Can I say that we're leaps and bounds ahead in terms of limiting those instances? Yes. Do we scrutinize unlike the rest? Absolutely, we do and have been doing so for a long time. Its not something you can do overnight since it takes months of data (you have to see who sent which leads for a given month, how many months it happened in etc. Some advertisers you can understand within 2 months, others 4, others still take 6 months to show their colors - it all varies and we've put in time that is well over a year with a high level of scrutiny).
I hope that gives you some level of comfort. Its absolutely something that we're aware of, something we care about a great deal and something that we've addressed through action (as you can see by the long reply - forgive me for that, but you left a great question and deserve nothing less than a detailed reply imo).
