Are offshore hosts good for blackhat stuff?

What are you planning to host? If its nothing illegal like some hacking scripts or so, you would be on the safe side.
As in if its some kind of copyrighted material which generally gets deleted due to DMCA notices, you won't have any problem like that with the offshore hosts.

If you are doing phishing or malware distribution it is most likely that you will be banned from the hosting provider network as this kind of activities can affect the integrity of their network. This will apply to offshore hosting or domestic hosting.

I am aware of that. Though i still would like to know if the authorities have the ability to get a user's information for an offshore host.

It is not easy as they would have to follow the offshore country legal procedure to get that information. That is why offshore places like Panama can offer high privacy added to hosting services. Still it is most likely you get kicked from that network before someone request your information.
Oh ok, so if i understand you correct, basically they would have to go through all the same trouble as if they wanted to take down a site for dmca? So getting logs from an offshore host is difficult as getting a dmca takedown?

It depends, because every country has different laws, and different policies. For example, it might be the law that the gov would be required to go before a magistrate or something before getting a search warrant. But it might be common practice for a simple letter of concern to generate an agency-partnership which bypasses all the regulations in a particular country, and results in swift justice at your doorstep.
My hosting company reports any such activities within our network to authorities as a matter of practice. You should not assume that people in other countries have no sense of decency and will happily allow you to harm other people so you can make a few dollars. Most people will turn you in, and that's how it should be.

Hmm but my question is, if authorities cannot take down a site for hosting illegal activities for example a botnet on an offshore host, does this mean they cannot get a user's logs too or is that a totally different thing?

If your really serious about this. Learn Linux and get a server from Any offshore country. Since your running a vps... The worse they can do is get the company to delete your account or seize the domain. You have full control of your logs, you can choose to keep me or not.
