Spammy links still useful for tier 2?

So I'm wondering something here, I can write content all day long, and as such, I can build myself a decent blog network for my tier 1 links, all with nice original content pointing at my money site.

Now I need something to prop up those tier 1 links and as much as I don't mind writing content, it will take me a long time to write enough content to support my tier 1 content. So I need to throw some links at it. Using scrapebox I know I can get hundreds / thousands of links a day but they are mainly junk (high OBL, low pr, garbage) are these links still useful for tier 2? Or am I literally wasting my time, or even worse - damaging the link value of my tier 1 links?

Any help is much appreciated.

Spam links for tier 3, if your tier 1 are normal websites and not web 2.0, then don't spam them or you will get penalized, building 10-20 ******** a day should be enough for paid (com,net etc) tier1 sites .

My Tier 1's are all web 2.0's (thinking of building some private blogs, but for now, all web 2.0's) so what's your opinion on spamming those?

yes, it will damage your tier 1
better to use spammy link for tier 3

or, scrape thousand links with related keywords using scrapebox, try to delete high obl and pr less than 1. blast to your tier 1 but in small number per day.
 
Forget about tier two. SEO is easier than ever in 2014. Just use single tier PBN and profit.
Noob questions here: How many blog required to build up a good PBN? Can i use web2.0 blog to build it or need to host individual wordpress blog?
