How to safely buy a Twitter account?

I want to offer someone with a similar account as mine $$ for his twitter account since he rarely uses it, but I don't really know what the safest way to do it is. I'm guessing paypal but what stops him from not giving me the account after I pay? Am I more protected if I use my CC as the source of payment for paypal? I'd like to use billmelater because I just invested a bunch of money recently and don't have the cash at this exact moment.
 
Then you have no business buying accounts if you have no money.

I'll have the money soon, it's not a problem. The thing is I want to jump on it fast before the new season of the show starts and the owner suddenly finds more inspiration to use their account. I can put it on CC as well.

I would message current owners if they would want to sell them. But as of right now there is no marketplace for built up accounts.

Yes, first see if you can get a response from the owner.

Then, if they respond and you agree on terms, you can safely use escrow com.

There's a high likelihood you won't even receive a responce, but it's worth a try.

People will want to take you up on the offer if your serious and have a reasonable price. Think of it as real estate.
