Local KW Link Building Strategies

So I'm going to try to rank for a local keyword (profession + city) and the search volume is very low. It's around 500/month. Now, I understand that ranking a site for keywords locally is much easier than ranking globally. The top sites (page 1) for my keyword have little to no on-page optimization and hardly any backlinks. My goal is to rank this site in the top three positions AND maintain the rankings.

My question is, what sort of backlinking strategy should I implement?

Any help would be greatly appreciated. I'm rather new to SEO.
 
Well if there on-page is so-so start there and get it optimized perfectly. If competition is weak you can probably nab a few spots with the on-page alone.

That's what I was thinking. If it's not too much to ask, are there any sources for learning on-page optimization? I know how to limit kw density %, have heading tags, url with kw, meta tags, h1 h2 tags, etc. Are there any other important aspects to implement?
 
Check the quality of your competitors backlinks. Because its very easy to be deceived with local keywords.

For instance, I have a site right now ranking #1 for 6 keywords and if you check my backlinks it shows 0.

But the site has about 16, extremely powerful network links. And they block competitors from being able to where my links are coming from.
I will use web2.0 or bookmarks for a 4 or 5 phrase local keyword. But if its a keyword like "service + state" I slowly drip feed network links.

Also, its important analyze the size of the top 3 sites. If they are big sites, and if any of them are full of geotargeted pages, you will have serious
problems outranking them with a 10 page site.

Just make sure you analyze things properly because I've found lots of local keywords I thought would be easy, until you actually try ranking for
them.

If you have no real competition, would on-site SEO rank to the top? Or would I still need to build some links?

Also, would tiered link building have any benefit? Would it keep me at the top spots if anyone else tries ranking for the keywords I'm trying to rank for?
 
There isnt any different strategy to rank local sites, just try to have some backlinks from local directories and get yourself onto the map of search engines and other business engines.
