I have been experimenting with dropshipping and paypal just gave me a temorary hold on a few things.

What steps can I take to decrease my fraud risk when accepting payments?

Watch for address inconsistencies.
Although it's fairly common for a shipping address to be different than a billing address, this could be a fraud indicator. For example, a high priced item that has a billing address in one country and a shipping address in another may be suspicious.

* Want a rush shipment at any cost
* Send partial payments from different PayPal accounts
* Do not make their payment in full

If so, just refund the person $1 and the hold pending payment will vanish

In case you did that (accidentially?) it is a common reason for limitations.

Maybe you should get a merchant account to eliminate the paypal drama.

I called a couple times they fixed everything. First thing I did was transfer the money to my bank account

paypal is against dropshipping.....they told me this over the phone.

dropshipping isn't against their tos...but if they catch you they will terminate your account.

if you are dropshipping make sure you provide tracking information to ebay and paypal asap. Ive been doing it for a while and haven't experienced any problems.

Very true and especially if you have not verified the account.

This post has been very helpful, the refunding 1 dollar tactic has worked like a charm. also if a buyer pays by echeck the payment is not held.

it amazes me how these large companies such as rapidshare use paypal, they cant be limiting there accounts. I suppose having a merchant account would be different ?

I'm sure companies like rapidshare use paypal because it allows them to receive business from people that don't have credit cards.
