Want to place an order for a 700 word article... Just confused with 2-3 things...
1) Based on your picture:

I dont seem to get what all the rows and numbers mean!?
What do the rows stand for?? What do the columns stand for??
(I understand the percentage in there is the uniqueness, but confused about the rows/columns)
2) What is paragraph rewrite? Will you rewrite entire paragraphs? How do you decide how many lines will be there in "one" paragraph?
For e.g. sake, if I go for a 700 word article + 1 paragraph rewrite and 3 sentence spin... how many (approximate) unique versions will I get above 90% uniqueness? Just a rough figure will do...
3) What is "quantity of articles to be spun"? If i select more than 1, the cost escalates big time. I am confused about this... will I get one article, or one major spun article out of which many (100?) spun copies can be generated? (Yes, i have TBS).
I want to use them on tier 1 properties, so kindly advise accordingly.

1.) Rows and columns are basically the xth number of spun articles.
For example;
*** Column 1 (as spun article #1) is compared to row 84 (as spun article #84). This means that their comparison is 95% unique to each other.
*** Column 2 (as spun article #2) is compared to row 95 (as spun article #95). This means that they are 83% unique to each other.
*** so on and so forth...
2.) All of the paragraphs in the article will be rewritten xth times. If you want "Plus 3 Paragraph Rewrites", we will add (rewrite) another 3 versions of the original paragraphs, making them all 4 paragraphs. Spin syntax will be like this:
{Original Paragraph 1|Paragraph 1 Rew1|Paragraph 1 Rew2|Paragraph 1 Rew3}
{Original Paragraph 2|Paragraph 2 Rew1|Paragraph 2 Rew2|Paragraph 2 Rew3}

Number of lines/sentences in the paragraphs vary, depending on the given content provided/written. What we are looking to maintain is the word count of the base paragraphs in order to maintain also the word count of the total count of the whole article.
If you mean variation on the number of lines/sentences in the paragraphs for SEO purposes, yes, we vary them. For instance, if the base/seed paragraph has 5 lines/sentences, in our rewrite, it may vary from 4 to 6 or even higher.
3.) If you mean the "Quantity of Articles to be Spun" field asked in our custom order page, it's the number (quantity) of order.
Example:
Word count you want us to spin is 700 words and quantity is 1. This means 1 article of 700 words of spinning. This will then be the 1 major spintax we will send once completed.

I've been using this article spinning service for long time and so far it is the best spinning service I found. I'm using these articles with GSA and success rate is much better if compared to some scraped and mixed articles. Also the readability for spinned articles is good. For me it is one stop shop for all my SEO articles.

Can you do a custom spin for me?
I need articles to use on a local site for all my geotargeted pages (I will ultimately need it for about 100 - 500 word pages). So I need uniqueness to be as high as possible (ideally over 80-85%). Readability does not need to be perfect because no matter what I will proofread and edit any mistakes and possibly add sentences / remix things even more after you spin.
But the better the spin is done, the less time I will waste editing things later on.
With all that said, my price range is $50-$75. I can provide the original article for you, but if its easier for you guys to spin by writing the original article thats fine. Just let me know what's easiest for you. My main concerns are just uniqueness and readability. I know from spinning my own content how hard it is to make perfectly readable articles. So I expect mistakes. I can go in and spend 5-10 minutes per article fixing mistakes. But if the articles come out so bad that I'm wasting 20 minutes or more per article, it will be a waste of time for me to order in the first place.
Do you think you could this is something you can do?
