Fair use or fair dealing?

Such a noob question i know, but do fair use /fair dealing laws for your site depend on where you live? or where your site is hosted?

I live in the uk, but if my site is hosted in the USA, will i be applicable for fair use laws instead of fair dealing? thanks

Normally, its best to avoid getting into legal issues regardless of where you live and where you business may be from. However, usually, you are accountable in the country of your residence.

Does that mean if any legal issues come up, I can say move to the USA to be under the fair use clause? My site would be totally acceptable under fair use law.
