Got scammed! Please advise

Ok.. Recently i opened this thread "WTH Quality Web Designer (Urgent)" for my latest project. And a guy named Mike Smith which is the owner of blogthememachine*com and freefallcreative IM me at YM. Ok to understand this more i will paste the thread i created at scam.com forums. heres the link "blogthememachine scammer"

It is the opposite of the features that i told him so i told him to redesign it. then after 5 days of waiting theres no design came again to my mail. So i decided to file a dispute at paypal and he reply on the dispute begging that he will work on the design right away if i close the dispute. Thats the biggest mistake i did. I closed the dispute and give him another chance..

And again i waited for days for the complete right design i wanted. But no response for this mer "Mike Smith" im not sure if that is his real name..

The big trouble he made is wasting my precious 2 weeks time of waiting for the design! Coz the content are all ready i just need the design to launch the website. SO i feel very pissed of at that guy. He keep ignoring all my mails.

Please advice guys. I wanted to take back my 120$ coz i receive nothing from him! I cant file another dispute at paypal coz i already did..

Give your honest opinion about him every where you can, forums, blogs, link sigs, etc. Be prepared to back up your claims with proof. Screenshots of paypal, IM logs, etc...

Did you by any chaance pay by credit card through your paypal account ?
If so you could dispute this purchase with your credit card company and give them the facts surrounding this unscrupulous guy and that you have not received what you paid for.

So i decided to file a dispute at paypal and he reply on the dispute begging that he will work on the design right away if i close the dispute. Thats the biggest mistake i did. I closed the dispute and give him another chance..

Im a jackass for not knowing whne the i closed the dispute i cannot file another one.. Im still quite new to paypal..

How can i take a revenge at this scammer?

On what basis di you lose the PayPal dispute?

Not in my experience and I have done well over $100K through PayPal and thousands of transactions.

Dont quite understand the direct question there...

I hired that guy fast because he showed me his portfolio at blogthememachine.com and that is exactly what i am looking for. And to verify more if he owns that site i ask him to upload a text file with my name in it and he did it. So i decided to pay him coz i feel comfortable since he got some portfolios that he made and the service looks like legit.
