You should verify the account. Do not make any transaction above $50. you cant with draw money from paypal with out their master card/ Real Bank account but they dont issue card with out real document. You can only send $$$ one to another account but not more. Most of the time i faced that problem after that i verified my account by VBA + VCC. But its risky verifying paypal by VBA & VCC.

gay pal sucks why would u even use it? They limited and froze my account for no reason now Ill have to wait 2-3 months to withdraw my 4.5K usd that my friends sent as gift for a thing I did. Hate thm

I think you can transfer your money to other verified paypal account? So they can withdraw the money. I am not sure.
