Alt Tags on Unsignificant Images?

I've always read that "all images should have alt tags", how about images without much significance.

For example, my homepage has 20 check marks and an image is used for the check mark. Should i be adding alt tags to these images, also should i put target keywords or something such as "check".

imagine a blind person using the site with voice narrator and if your image is missing ,then how could blind guy know that What was that image for?

If the images are all exactly the same, try using them for your keyword variants, or something like that.

yes, of course I understand it's importance. But I have 20 pictures of small 16x16 check marks. Should I just put keyword variants or use something like "blue check mark"
