Monetizing search traffic without setting cookies?

Hi Guys, I suppose I have a very specific problem (as I can't find anything related when searching this site)

I live in one of the few (the only?) countries in the world that now has explicit opt-in for accepting cookies used by advertising.
So for the people that accept these, I enable the adsense scripts, no problem.

But 70%+ of my traffic comes in via search engines. So 70% of my hits never see an ad, as I have no way of showing them while blocking the cookie (and not violating any TOS).

Normally I would say risk it and set the cookie anyway, but my niche happens to be the legal one. I mainly get lawyers, law students and government employees, so that is a bad idea.

How do I work around this? Are there any good CPM/PPV/context ad networks that don't set cookies?
What would you do? / Any advice?

your best vet it to try and rent out the ad space yourself. any good network will use cookies to chose the best ads to show.

Very little (< 1000 hits), most of my marketing has gone by word of mouth and in-person networking so far ,hence my knowledge of the demographics.

Do you know exactly what their interest is?

I provide the entire set of laws for my country online, including options to search the database.
There's the official site, but my site is (IMO) more practical than the government one.

So their interest is finding relevant legislation. It's a tough niche to monetize I've noticed.
