My client would like her blogspot blog to be on her own domain which I can do, BUT she bought a blogger design so she would like to keep that. Is it possible to transfer the blog including the paid theme to a wordpress site?

Well dude if you want the straight cut answer, it will be NO. You have to convert it to a Wordpress template manually. Believe me it is not as tough as you think.You can do it pretty easily given you have the basic knowledge about php

For that, you can use the InReview theme by Elegant Themes ( just skip back a few posts. I have posted it for download) with IMDB automator script found here:

How would you create a multi language site without the use plugins like WPML or qtranslate and such?
I basically have a english site that I want mirror image of it in a different language but I will do the translation myself and the users will have the choice between the two languages

I don't understand why you can't use WPML in a custom theme. If you don't want the hassle of making a WPML ready theme, you can proceed with qtranslate for your theme. If you need a WPML ready theme, check this tutorial by wpml guys:
If you do a bit of googling, you will find a lot more to help you out. I would say, it is better to learn WPML which would take about a day or so, than having to re-invent the wheel
