How can I start my web development business here on BHW?

Good day blackhatters! I'm a newb here at BHW and I am planning to use my skillset in programming in order to make some good $$$. How can I post my own business thread here? What are the requirements? And where can I find the rules for making one. Thanks fellows

If you have a good service, and you deliver what you promise, they can charge back as long as they want, but in the end they will get nothing as you have proof to show to PayPal.
