Do you need a new computer for stealth ebay account?

Just create a new user account on your computer to separate cookies. Also if that VPN is free or public, I would avoid. More likely than not someone has been blacklisted under those IP's. Also for private browsing, if it blocks issues, your going to be facing verification more often then not when you log in. Best to just keep the cookies rather than blocking or deleting them every time you log out.
should i use a private proxy then? is it easy to make one?

Private proxies do work contrary to what people think. I had quite a number of people and also read instances where they have used it with no issue. If going this route, try getting one that matches or in proximity to the location on the account.
ebay know when users are using tor so it will definitely get the account banned, would cyberghost vpn work even if others users may be using the same ip on their own accounts? i am near the uk so if ebay see my ip is in eu but my account is from usa will that get me banned?

A different Paypal, name, address, and phone number would be just as important. It's better to use a non-blacklisted private proxy than a VPN. Also block webRTC.
Using the same computer should be fine but use an ad/script blocker just to be safe.

Use a new browser specifically for your eBay stuff (Just install whatever browser you don't have, or flush the cache on one you don't use). And run it through a VPN.
You will likely need new address details and stuff if you were banned and plan on running a new business from it though, not the end of the world but might take a week or two to setup.
