Hi , I have a site with over 300 links, penalized penguin because i buy link from site page rank +2 : Redirection 301 is solution for Penguin 2.0 ????

If you 301 your penalized links, you will pass over the penalization. If that's what you asking.

Setup a new site, leave the old site up, and slap a rel-canonical tag into the old sites meta description.

Any positive juice will still, slowly, flow. No penalty will pass.

A 301 may improve ranking on your new site briefly, but evilclown is correct - a penalty will quickly follow.

I couldn't agree more with this statement.

Many have tried this but it doesnt work. In fact it can bury your rankings even further as google gets confused what page is supposed to be your canonical page

just a warning - someone told me to try this but it destroyed my site - i wish someone would have told me it didnt work

also on another note, google has admitted they read this forum. if something like this did work then it would not work for long discussing it here!!! lol ;p
