Where Do Expert SEOs Get Their High PR Links From?

While researching and analysing backlink profiles of competitors, I usually come across high PR homepage backlinks from sites with 40+ Ahrefs rank. These links are very powerful, and they are surely the kind of links I want, but I don't know how to get my backlinks on them. They are obviously part of a link selling network, not a blog network, because they look like real authority sites and they sell only footer/sidebar links. An example of such a site is www.nyaap.org.

Does anyone know what network that site belongs to and how I can get my link on it?

Where do top SEOs get their powerful links from (apart from private blog networks) and how can I join the networks they belong to?

A good way to do it is build them yourself. Make a Weebly/Tumblr/Blogspot network, make them link juicy, and link back to your own site.
 
You can do this by yourself. Hire someone to contact small sites in various niches and ask them to rent footer/sidebar links.
Most of the sites won't approve this but some will.

On the other side you can buy this from various sites, but if your site is a long term project I wouldn't do that
 
If they are smart they are building their own private blog network. Lots of threads here in the forum about PBNs. Highly recommend you learn about them. Forget about web 2.0s PR networks, waste of energy and link juice.

Hmmm, I think many people will disagree on that. How do come to this conclusion?
