What tiered link building to choose !!!??

According to your experience with tiered link building can you tell me what the best method between these for my money site ?

1) Create fresh WEB 2.0 as Tier 1 and build tier 2 and 3 using GSA !!

2) Or find higher expired web 2.0 using scrapebox and make it as Tier 1 and build tier 2 and 3 using scrapebox blog comment !!

You can make good quality tier 1 links with GSA SER as well. Just make sure to keep quality control in there with all the filters and you should be good to go.

If you build backlinks exclusively from expired domains, can you rank a site? Yes, you can.
If exclusively from pointing backlinks at fresh web2.0's, can you rank a site? Yes, you can.
If exclusively from contextual links at established authority websites, can you rank...

Do some of everything and anything that doesn't automatically look suspicious. Real links come from sites built on expired domains, real links come from blogs, and real links come from old authority sites, so there's no real reason to avoid any of these three things.

Which is better? first scraping targets and then using them on GSA?? or let the GSA find the targets?

Find expired web 2.0 as tier 1, GSA as tier 2 and scrapebox as tier 3. Works for me all the time
