How to increase DA/ TF of you PBN?

If I am on a limited budget and can get some PR3 + PR4 cheap but they don't have the desired metrics I want, how is the easiest and cheapest way to increase DA and TF a specially?

If the PBN site gets penalized because of the blasting, will the penalty be transfered trough the link or 301 redirect to the money site?

I usually read the advice not to blast PBN sites.

The jury's still out on that one. Some say it won't, some swear that it does. I guess the only way to find out is to test it for yourself. I haven't tested it, so I can't tell you yay or nay.
