how to make pictures to a video ?

You can use different video editing software to make a complete video by importing pictures. Not only this, you can add transitions, after effects and music too. Windows movie maker is doing good job for this regard.
 
Best Softwares is adobe premier. Its also gives you options for best effects too.
 
For a simple slideshow use windows movie maker. Actually it's the only thing that movie maker is good for.

Ah, yes, as previously said, you can import a still image (jpeg,png,psd) into a almost any video editor and, it will treat the image as a short video clip with ; the same image occupying each frame. You can import multiple images, and , set them up one after the other in the timeline. Your render would be like a basic slide show of the images. Since this probably pertains to a marketing issue, you probably want the images "animated" ,or, "transitioned" in some way that makes the slide show look more interesting. From the very nature of your inquiry, i am making an assumption that : your fairly novice in digital video editing. Your best bet as an inexperienced editor, to get a passable project without outsourcing the job is : Sony Vegas a series v.8, or newer. This is because, those vegas versions have an interactive tutorial feature (the pointing finger icon at the top middle-ish right of the screen) The finger will point you through the steps of the tutorial lesson you chose, on your actual project, so you accomplish your goals while learning the program. It also has a good variety of cross fade types, transition plugins, frame position key frames (so you can pan across a still image to give it movement), and, a wide variety of visual effect plug ins. You could have the stills fade to black and white, create moving lens flares, adjust brightness, contrast, replace certain colors, overlay images...i could go, on and on about what vegas can do to still images to give them live on the screen. If you want to animate stills to artificially create the illusion of movement, re; Ken Burns movies, vegas is bar none the supreme tool.

The only thing that after effects has over vegas is : the ability to artificially create a "z-axis" so, a universal drop shadow on overlayed clips, and it has some "photoshop" type tools, and a small stock of element generators, but, to a starting editor, these options in a non-linear editor will make it seem "cluttered and confusing" vegas is the best editor that someone new to editing can hope to get their head around in a timely manner.
 
if it really needs to be professional I'd use Fiverr. $5 or $10. Make sure you use someone with High Rating, 98% Positive Rating, no more than $10 for everything you need and create specific written directions for them before you order.
 
try windows movie maker , it's the best ! i used it to create many videos using picture or you can also try BSR screen recoreder !
