yes 301 pass the ranking juice to the final destination, be it good or bad

TOO MANY will, the second it passes an unreasonable amount ( niche based and manual review based) you will start getting docked. You never know how google is going to treat things in the future as they are always devising new ways to block spam.

I live in Iran. Iran's Gov blocks my site once every 2 weeks and i forced to change site address using 301 redirects.
Is there a way to not lose rank?

Of course you need unique, high quality articles for your web 2.0 sites but come on to much work? Yeah it is a pain
in the ass writing that much but you can outsource it at $4-7 an article.

Could you not have someone you trust in the UK or US purchase the domain for you, using your email, and a temp pass, then you could just pay them back and continue to make the yearly payments on the domain?
