How effective is to make second tier for old links from authority sites?

I have very old and huge site with milions links and big traffic. I haven't made any backlinks for a year.

What would be safier, more effective and better to get higher rankings for medium and hard keywords: make more good quality tier1 backlinks or make tier2(some pages have tens of old high quality backlinks)?

What would you recommend for tier2 if money site safety is the most important(what kind of links)? Any services from marketplace?
 
If money site safety is paramount then I would suggest that you didn't make any new links. Just power up the most valuable links you already have with tier 2 links.

I don't think you help much to your site with links, at that stage when you already have huge traffic and millions links. I think now it up to other metrics that google tracks, like bounce rate, content and so on. Just my opinion, good quality authority links will never hurt but I don't know if you can do much impact with them either.

Even for single keywords? Do you have any experience with it? I have similar thoughts but want to make sure.

Anbody orher can say something about tier2 in this case?
 
Powering up the tier 1 links is a good thing to do... I have recently started doing some link building on my own and what I am doing is to create tier 1's and then powering them up with all type of links... Sprinkle some high PR links on tier 1 and you will start seeing some massive SERP movements..

I think that you are in the lucky position of focusing only on good content posting, visitors engaging and on page optimization. Don't risk your website by building shady links, since you are now receiving them in a natural way.

I am sure you already know this but maybe it is worth to be reminded: try to write (as much as possible) that type of content that brings you the most of your links.
