For the above line you are not getting response. To be honest its not required to be fluent or even hove to know about local language for doing SEO.

I agree with you, but doesn't it help to have someone that speaks to language and can find/post better quality local backlinks (.com.br) ?

Quote: "find/post better quality local backlinks" i guess you are talking about something like blog commenting,forum posting etc.You site can be in Brazilian language and you might target Brazilian keywords. But you know using non English language keyword as in English Content contain almost the same value.
People including me are doing SEO for non-English keyword as well and its not a big deal.
